PREAMBLE
Reflecting on society many centuries ago, Aristotle noted
that “All who have meditated on the art of governing mankind
have been convinced that the fate of empires depends of
the education of youth.” Reflecting on society late in
the 1980s, U.S. Secretary of Education Terrel Bell and
a growing number of government, business, and foundation
leaders saw their Nation at Risk because too many
of its youth were not learning at levels necessary to
sustain the nation’s economy or society or to compete
internationally. |
