In June 2002, the Holmes Partnership Board of Directors agreed to restructure the levels of membership for the organization. Traditionally there existed two membership levels: Local Partnerships consisting of school districts, institutions of higher education, and local teacher organizations; and National Partners consisting of national organizations that focus on teachers and teacher education. The membership dues associated with both levels were $5,000.

The revised structure includes four levels of membership with differing membership dues associated with each depending on the level of involvement in the Holmes Partnership.

Linking Partner: Dues - None
Represent national organizations or networks that are invited by the board of directors to link to the Holmes Partnership as a portal for dissemination and strategic influence. These organizations are deliberately chosen for their influence and expertise in areas that influence or are influenced by education and education policy.

Affiliate Partner: Dues - $2,500/year
Represent consortia or networks that are committed to the action agenda of the Holmes Partnership and are participants in planning and implementation. Each network and consortium must have at least one of its members be a full partner within Holmes Partnership. Affiliate Partners are ineligible for membership on the board (including Regional Representative and Regional Vice President).

Local Partner: Dues- $4,000/year
Represent partnerships with a commitment to teacher preparation and are primarily responsible for carrying out the goals and objectives of the Holmes Partnership. Characteristics of a local partnership include at least one institution of higher education, at least one school district, and at least one local teacher organization. The membership dues for each local partnership are shared among all of its local member organizations. Local Partner Representatives are eligible for seats on the Board of Directors and have direct access and influence over the agenda of the Holmes Partnership. Local partners also have additional support from their regional representatives. The Holmes Partnership Annual Conference and five Regional Conferences provide opportunities for the local partners to meet with others in their states and regions to gain resources on quality teaching and teacher education.

National Partner: Dues- $7,500/year
Represents various teacher organizations, accreditation organizations, research organizations, and other national organizations that are committed to the agenda, goals, and objectives of the Holmes Partnership.

Holmes Partnership Annual Conference:
Annual conference registration has been unbundled from membership dues to allow HP partnerships and partners more choice and flexibility in meeting participation. This arrangement will also enable the annual conference to be self-supporting, so that the HP budget can be freed to fully support the action agenda. Each participant will be charged registration fees according to the following schedule:

$250.00 Participants involved with a Local Partnership, National Partner, or Affiliate Partner
$150.00 Graduate Students
$350.00 Non-member participants
$250.00 National Association of Holmes Scholars Alumni
