"Warner
Plans Drive To Reform U.S. Schools"
Virginia Governor Mark R. Warner (D) said his major initiative
as chairman of the National Governors Association will be
a campaign to reform American high schools and make the senior
year more meaningful. As one cure for "senior slump,"
Warner said, seniors should be allowed to receive college
credit, thus saving some of their college tuition and trimming
states' higher education budgets.

"Bush Suggests New High School Tests"
If elected to a second term, President George W. Bush wants
high school students to take even more tests before graduating,
an extra demand for states already struggling with extra costs
and testing required by No Child Left Behind. Bush campaign
materials promise $250 million for states to develop and administer
new achievement tests for juniors. And seniors would be required
to take the National Assessments of Educational Progress exams
-- biannual tests now required only for the nation's 4th and
8th graders and given voluntarily to some seniors.
